There is one page here per genuinely different job, not one per file extension. A photograph of a handwritten page and a screenshot of a graph are the same operation technically and completely different problems in practice, which is why they have separate pages with different defaults.
WebP, BMP and TIFF files are accepted by the image converters. They do not have pages of their own, because five near-identical pages competing for the same intent would be a worse site and a worse search result.
Which one do you need?
You have photographs of paper
Scan to PDF is the one you want. It applies the contrast correction and greyscale conversion a scanner would, then lays each page onto uniform paper. A 30 MB folder of photographs typically becomes a 2 MB document a submission portal will accept.
You have photographs of something other than paper
JPG to PDF binds images into a document without the aggressive clean-up, keeping colour and detail. It reads each file's camera orientation tag, which is why photographs come out the right way up here.
You have screenshots or exported diagrams
PNG to PDF starts at high quality with a small margin, because screen captures are mostly text and sharp edges - exactly the content that compression damages most visibly.
You have written notes
Text to PDF sets plain text as a properly paginated document, with a monospaced option for code and tabulated data.

Before you keep the result
- Check the page order in the file list before converting. Phone galleries do not always sort the way you expect.
- Nothing here reads handwriting. Every image-based result is a picture of a page with no searchable text.
- Photograph pages flat and evenly lit. No clean-up recovers a shadow across the middle of a page.
- EXIF metadata, geotags included, is not carried into the PDF.
Questions and answers
Why are my photos sideways?
Phones record the sensor image in a fixed orientation and store the rotation in an EXIF tag. A converter that ignores that tag produces sideways pages. These read it.
Can I convert HEIC photos from an iPhone?
Export them as JPG first, which the Files app and the share sheet both offer. HEIC is not read directly.
Will my handwritten answers be searchable?
No. The result is an image of the page. Reading handwriting reliably enough to trust with an exam script is beyond any current system, so nothing here claims to.
